In 2017, the US enacted the Qualified Opportunity Zone (QOZ) program, a novel tax incentive for investment of capital gains into distressed areas. The QOZ program was designed as a ten-year program. Seven and a half years later, on Tuesday July 1 the US enacted the One Big Beautiful Bill Act, including significant new QOZ provisions. At this stage there are several open questions about the original program, the new program, and related transition issues.
