This effort, known as human capital management (HCM) transformation, can be daunting given that these human resources operations are often divided across myriad stakeholders, use disparate, legacy technologies, and often don’t integrate with each other. Agencies navigating these challenges are generally confronted with two options: replace their existing HR solutions with a new “off-the-shelf” SaaS solution or build their own portal using an ITSM solution to create a unified experience across their existing HR technologies.
