Importers must report and purchase certificates for greenhouse gas emissions associated with certain goods starting January 1, 2026.
The Norwegian government announced that the carbon border adjustment mechanism (CBAM) scheme will be introduced for the import of certain goods to Norway from 2026.
The CBAM scheme applies to the import of goods such as cement, electricity, iron and steel, aluminum, hydrogen, and fertilizers. Importers must report and purchase certificates for the greenhouse gas emissions associated with these goods starting January 1, 2026. During the transition period from October 1, 2023, to December 31, 2025, importers must report embedded emissions quarterly without the obligation to pay.
Importers will need to purchase CBAM certificates from their home country's responsible authority, with the price based on a weekly average auction price for EU emissions trading system (ETS) quotas. Beginning May 31, 2027, importers must submit for the previous year (2026) a declaration showing the amount of imported goods, embedded emissions, and the number of CBAM certificates required, accompanied by a verification report.
