KPMG and Rhino.ai Advance Strategic Alliance to Drive AI-Powered Government Modernization
DoW validation through the Tradewinds Solutions Marketplace makes the co-developed KPMG ARMD solution directly awardable, reinforcing the alliance’s innovation in legacy modernization.
NEW YORK, January 27, 2026 – As government agencies increasingly aspire to replace legacy technology, KPMG LLP and Rhino.ai are building on their strategic alliance to deliver AI-powered capabilities that make modernization faster, more secure and cost-effective.
Since announcing their collaboration, KPMG and Rhino.ai have transformed organizations across the public and private sectors by reducing risk and speeding up delivery. A key milestone is the development of the KPMG Application, Rationalization, Modernization, and Discovery (ARMD) solution, built-on the Rhino platform, that rapidly analyzes complex portfolios of legacy applications—including Software as a Service, low-code and custom solutions—and produces clear and structured documentation for both human teams and AI systems to accelerate modernization.
This solution recently achieved an “Awardable” status through the Tradewinds Solutions Marketplace, the DoW’s (Department of War) suite of tools and services designed to accelerate the procurement and adoption of AI/ML, data, and analytics capabilities. The solution has resulted in 60% faster application discovery and requirements gathering, reducing costs by 75%, and near-complete accuracy in automatically generated workflows and requirements.
“Reliance on legacy systems and capabilities is a barrier to mission success,” said Tom Frame, Principal, Federal Technology Leader, KPMG US. “An agency’s modernization shouldn't be constrained by its undocumented or poorly documented legacy systems. Our strategic alliance with Rhino.ai demonstrates that AI-driven approaches can fundamentally change what's possible, significantly reducing implementation timelines into weeks, all while maintaining the rigor and accountability program and mission owners expect.”
“We're at an inflection point where AI isn't just assisting modernization, it's redefining it,” said Adam Branch, CEO of Rhino.ai. “By combining Rhino’s platform with the deep experience KPMG brings in delivering complex programs, we’re helping agencies turn legacy environments into modern platforms at incredible pace, and with greater consistency and control. When agencies can shift effort from manual discovery and documentation to delivering mission outcomes, that’s more than efficiency— it’s true transformation.”
Together, KPMG LLP and Rhino.ai are supporting Federal agencies through secure, scalable modernization strategies that align with mission priorities and deliver measurable results.
