On June 28, 2024, the U.S. IRS and Treasury released the final digital asset tax reporting regulations, quickly followed by additional drafts of Form 1099-DA. In December 2024, we witnessed the introduction of Decentralized Finance (DeFi) regulations, which were subsequently repealed via the Congressional Review Act (CRA) in 2025. Despite these changes, the industry has continued to make significant strides in implementing the new requirements. It is worth taking the time to assess where organizations stand and what lies ahead.

Jessalyn Dean is Ledgible's VP of Tax Information Reporting (TIR). She has been in the field of tax for 20 years but focused exclusively on customer and investor tax reporting for the last 11 years. She enables Ledgible and its clients to navigate solving complex tax cost basis and information reporting (e.g. Forms 1099) problems in practical, efficient, and compliant ways. She previously led in-house design and oversight of TIR operating models at OppenheimerFunds mutual fund manager and more recently one of the top 10 global crypto exchanges, in addition to her time as an advisor with PwC in the US, Ireland, and the Netherlands.

Tomer specializes in Tax Technology and is currently the Sr. Product Manager for ONESOURCE Tax Information Reporting. He has been working for Thomson Reuters since 2016 and has 14 years of experience in Tax Information Reporting.

Previously Tomer worked as a consultant at EY in the Tax Reporting Operations Advisory practice, where he served as a Subject Matter Expert for Tax Information Reporting and Withholding and tax technology projects.

His expertise focuses on Product Management, Tax Technology, and Tax Operations. ​

Tomer graduated from the College of Management, near Tel Aviv with an MBA in Finance.
