Romania: Temporary reduction in diesel excise duty, windfall tax
A temporary solidarity contribution on revenues from crude oil extraction and refining and a temporary mechanism to reduce diesel excise duties during periods of elevated energy prices.
The Romanian Parliament on August 4, 2026, published Law No. 162/2026, introducing a temporary solidarity contribution on revenues from crude oil extraction and refining and a temporary mechanism to reduce diesel excise duties during periods of elevated energy prices.
The solidarity contribution applies from August 7, 2026, through October 31, 2026 (with possible extensions) and is triggered when the monthly average price of Brent crude exceeds US$70 per barrel or Platts diesel exceeds US$630 per metric ton, with contribution rates determined by statutory pricing thresholds.
The law also provides for a 5% to 25% reduction in standard diesel excise duties, subject to periodic review by the Ministry of Finance based on market conditions.
