Argentina: Updated postal shipment rules and courier regime

New customs procedures for postal and courier shipments to facilitate cross-border trade and streamline import and export processing

The Revenue Collection and Customs Control Agency (ARCA) on July 30, 2026, published General Resolution No. 5884/2026, establishing new procedures for international postal shipments entering Argentina through the designated postal operator, while General Resolution No. 5883/2026 introduces changes to the regime governing international shipments handled by postal service providers and courier operators (PSP/courier). Both measures are intended to facilitate cross-border trade, streamline customs processes, and align the treatment of postal and courier shipments.

  • Postal shipment regime: General Resolution No. 5884/2026 establishes procedures for international postal shipments with a “free on board” (FOB) value of up to US$3,000 that are intended for personal use or consumption, consist of up to three units of the same item, and do not indicate a commercial purpose. The resolution also provides rules for cross-border e-commerce and traditional postal shipments, requires advance transmission of information by the designated postal operator to ARCA, allows recipients to validate or correct shipment information before customs filing, and sets out procedures for returning goods that cannot be admitted under the regime.
  • PSP/courier regime: General Resolution No. 5883/2026 removes the US$3,000 value limit previously applicable to exports processed under the regime and introduces simplifications for certain import transactions qualifying for the US$400 duty and statistical fee exemption. The resolution also provides that minimum age, domicile, and other eligibility requirements will be available through ARCA’s “International Shipments” microsite, under which individual recipients must be at least 16 years old, and eliminates a prior provision concerning the electronic tax domicile requirement.
