President Trump on June 29, 2026, issued a proclamation declaring an emergency to permit the temporary duty-free importation of phosphate fertilizer from Morocco to safeguard the U.S. food supply.
Recent conflicts and trade actions have disrupted global fertilizer supply chains, causing price increases and procurement challenges. Because domestic production cannot support agricultural demand, and farmers apply over half of their annually consumed phosphate fertilizers between the fall and early spring, immediate intervention was deemed necessary to prevent crop supply instability.
The proclamation authorizes the Secretary of the Treasury and the Secretary of Commerce to suspend certain antidumping and countervailing duties, applying to imports of Moroccan phosphate fertilizers for up to eight months from June 29, 2026, or until the emergency is terminated.
