Vietnam: Law on e-commerce 2025 effective July 1, 2026

The National Assembly of Vietnam issued Law No. 122/2025/QH15, the Law on E-commerce 2025, which will become effective July 1, 2026.

As the first sector-specific law providing a comprehensive framework for regulating e-commerce activities in Vietnam, the Law on E-commerce 2025 introduces a number of significant changes applicable to e-commerce platforms, online sellers, intermediary service providers, and cross-border service providers.

Key highlights

  • Enhancing the responsibilities of e-commerce platforms in ensuring transparency and protecting user data
  • Increasing obligations on content control and seller verification for intermediary e-commerce platforms
  • Establishing, for the first time, a legal framework for livestream sales and affiliate marketing through the development of specific regulatory rules, together with the implementation of verification/identification mechanisms prior to conducting such activities
  • Strengthening the management and supervision framework for cross-border e-commerce activities by introducing certain conditions based on the nature of operations and the level of involvement of e-commerce platforms in the transaction process
