Australia: 2026 budget includes elimination of stamp duty for first home buyers, eligible pensioners (Australian Capital Territory)

The Australian Capital Territory budget 2026 was delivered on June 10, 2026. The budget contains a package of proposed tax measures focused on housing affordability and housing supply, including:

  • Elimination of stamp duty for first home buyers, eligible pensioners, and homebuyers eligible for the Disability Duty Concession Scheme—effective July 1, 2026
  • Increase in commercial stamp duty tax-free threshold to AU$2.1 million (from AU$2 million)
  • Increase in average residential and commercial general property tax rates by no more than 5%
  • Delay in implementation of additional indexation to motor vehicle registration
  • No further payroll tax changes
