Australia: Western Australia budget 2026-2027 includes housing taxation measures
New foreign buyer exemption and enhanced concessions for first home buyers and off-the-plan purchases
The Western Australia Treasurer on May 7, 2026, delivered the 2026-2027 budget, which includes a AU$297.3 million housing taxation package aimed at strengthening first home buyer assistance and increasing housing supply, including:
- New exemption from foreign buyers’ duty for transactions on or after May 7, 2026, when the foreign buyer constructs and sells new dwellings within two years of the original purchase
- Extension of the off-the-plan transfer duty concession for two years to June 30, 2028, expansion of the concession to include more dwelling types, and increases in property value thresholds
- Increase in the property value thresholds for the first homeowner transfer duty concessions for transactions on or after May 7, 2026, for both established properties and vacant land
- Removal of the link between the first homeowner rate of duty for vacant land and the First Homeowner Grant (FHOG) property value cap for transactions on or after May 7, 2026
