Sweden: Proposed temporary reduction in energy taxes on gasoline and diesel, repeal of annual indexation of energy tax on electricity
Proposed reduction of energy taxes on gasoline and diesel to apply from May 1, 2026, through September 30, 2026
The government on March 23, 2026, released a memorandum proposing a temporary reduction of energy taxes on gasoline and diesel to the EU minimum tax levels, applicable from May 1, 2026, through September 30, 2026. The proposal also includes consequential amendments to the reduced tax on agricultural diesel for the period from May 1, 2026, to December 31, 2026, with changes proposed to become effective on May 1, 2026, October 1, 2026, and January 1, 2027.
In addition, the Ministry of Finance on March 24, 2026, circulated for consultation a memorandum proposing to repeal the annual indexation of the energy tax on electricity.
- The proposal aims to limit rising electricity costs for households and businesses by keeping the current tax rate of 36.0 öre per kilowatt‑hour unchanged beyond December 31, 2026, instead of adjusting it annually in line with inflation.
- The memorandum proposes that the change become effective January 1, 2027, subject to budgetary decisions, and clarifies that existing rules would continue to apply to events occurring before that date.
