Legislative update: House passes clean FY 2026 budget resolution
The resolution does not provide reconciliation instructions to the tax-writing committees.
The U.S. House of Representatives last night passed (215–211 along party lines) the fiscal year (FY) 2026 budget resolution previously passed by the Senate, without change.
The resolution would provide budget reconciliation authority for $70 billion to fund Immigration and Customs Enforcement and Customs and Border Protection for three years, but nothing else.

The budget resolution creates the authority for a budget reconciliation bill and provides instructions to the relevant House and Senate committees. Notably, the resolution does not provide reconciliation instructions to the tax‑writing committees (the Senate Finance Committee and the House Ways and Means Committee) and thus does not contemplate any tax changes in the subsequent reconciliation bill.
As a concurrent resolution, it is a congressional document and does not go to President Trump for signature.
