U.S. BIS renews temporary denial of export privileges for Russian airline
The renewal extends the order for one year to prevent imminent violations of the Export Administration Regulations.
The U.S. Department of Commerce's Bureau of Industry and Security (BIS) today released an order renewing the temporary denial of export privileges for a Russian airline. The renewal, effective immediately, extends the order for one year to prevent imminent violations of the Export Administration Regulations (EAR).
The initial temporary denial order (TDO) was issued in April 2022 and has been renewed several times, with BIS citing a pattern of repeated, ongoing, and continuous apparent violations. Evidence supporting the latest renewal includes continued operation of aircraft subject to the EAR on flights into and within Russia without the required BIS authorization. The renewal is based on findings that these violations have been significant and deliberate, and that there is a likelihood of future violations.
The renewed TDO prohibits the airline and related parties from participating in any transaction involving items subject to the EAR, except those directly related to safety of flight and authorized by BIS. The order is effective for one year from March 31, 2026 (the date that it is scheduled to be published in the Federal Register).
