Türkiye: Pilot for electronic VAT returns expanded to additional provinces

Taxpayers in newly added provinces must prepare to file March 2026 and later VAT returns using the e-Beyan system.

The Turkish tax authority (Gelir İdaresi Başkanlığı, GİB) on March 16, 2026, announced the expansion of the “e-Beyan” system for value added tax (VAT) returns (KDV1, KDV2, KDV2B, KDV4, KDV9015) to additional provinces, effective April 1, 2026.

Background

The tax authority launched the e-Beyan application to modernize the electronic filing of VAT returns using open-source software. The pilot phase began with the August 2025 period in the Turkish provinces of Eskişehir and Kırşehir. The pilot expanded during the remaining months of 2025 to include Konya, Muğla, Afyonkarahisar, Bursa, Kırıkkale, and Yalova. Taxpayers registered for the relevant VAT types in these provinces have been required to submit their VAT returns through the e-Beyan system.

Overview of amendments

The tax authority has expanded the pilot to include the provinces of Bartın, Bilecik, Karabük, Karaman, Amasya, Burdur, Bolu, Kastamonu, Niğde, and Yozgat. Starting with the March 2026 VAT period, taxpayers registered for the specified VAT types in these provinces must file their returns via the e-Beyan application, accessible through the digital tax office (Dijital Vergi Dairesi).

Taxpayers must use the “+ Yeni Beyanname” button and select the relevant VAT return form (0015-KDV1, 4017-KDV2, 4018-KDV2B, 0016-KDV4, or 9015-KDV9015) to submit their filings for the March 2026 and subsequent periods.

Additionally, authorized professionals (such as accountants) may file VAT returns for their clients in the pilot provinces using their accounting software, provided the software is integrated with the e-Beyan system via web services. The tax authority has shared the necessary technical documentation with accounting software providers upon request.
