Mongolia: Tax reform package submitted to Parliament

Draft tax law amendments affecting corporate and individual income tax, VAT, and tax administration.

The government on December 30, 2025, submitted a package of draft tax law amendments to Parliament. The proposed changes affect the corporate income tax, individual (personal) income tax, value added tax (VAT), and the General Tax Law, with implementation planned for January 1, 2027.

The proposals include the introduction of progressive corporate income tax rates, expanded simplified regimes, enhanced VAT deduction and deferral rules, and a strengthened tax administration framework to improve compliance and reduce burdens for taxpayers.
