CBP proposes rule for mandatory electronic export manifest submission for vessel cargo
U.S. Customs and Border Protection (CBP) today released a notice of proposed rulemaking (61 pages) to amend regulations requiring the advance submission of electronic export manifest (EEM) information for vessel cargo departing the United States.
The Trade Act of 2002, as amended, authorizes CBP to mandate electronic transmission of export manifest information, eliminating reliance on paper.
The proposed rule seeks to clarify responsibilities, describe transmission time frames, identify enforcement actions, outline consequences of default, and limit post-departure filing for vessel cargo, by mandating the electronic transmission of EEM data for all cargo prior to departing the United States by vessel.
