Key terms include North Macedonia eliminating customs duties on all U.S. industrial and agricultural goods. The United States will maintain reciprocal tariffs at 15% on originating goods from North Macedonia, while certain products will receive a 0% reciprocal tariff rate. The framework also addresses non-tariff barriers, agricultural market access, supply chain resilience, duty evasion, investment reviews, export controls, and commercial ties.
North Macedonia has committed not to impose a digital service tax (DST) and to support a permanent moratorium on customs duties on electronic transmissions at the World Trade Organization (WTO).
The United States and North Macedonia must finalize the agreement, prepare it for signature, and undertake domestic formalities before it enters into force.
