Colombia: New tax measures possible following declaration of economic, social, and ecological emergency

Government may introduce new direct and indirect taxes in response to a declared emergency.

The Colombian government on February 11, 2026, issued Decree 150, declaring a state of economic, social, and ecological emergency in several departments of the country following recent climate‑related events.

The declaration empowers the government to issue legislative decrees adopting extraordinary and temporary measures, including the creation of new taxes or the modification of existing ones, strictly to address the crisis and prevent its escalation. Although no tax measures have been issued to date, the decree anticipates that both direct and indirect taxes may be introduced in the coming days, and that any such measures would remain in effect until the end of the 2027 fiscal year.
