USTR request for comments on United States-Mexico-Canada Agreement (USMCA) automotive goods trade

The Office of the United States Trade Representative (USTR) today released a notice requesting comments regarding the operation of the United States-Mexico-Canada Agreement (USMCA) with respect to trade in automotive goods.
The USTR is conducting a review and will submit a report to the Senate Committee on Finance and the House Committee on Ways and Means by July 1, 2026. The review will assess the implementation and enforcement of USMCA rules of origin for automotive goods and evaluate the effectiveness of these provisions in light of technological and production advances.
Therefore, the USTR requests comments from producers, labor organizations, and other stakeholders on various aspects of the USMCA's automotive provisions, such as:
- The overall operation of the USMCA with respect to automotive goods
- Actions taken by automotive and parts producers to demonstrate compliance with the USMCA automotive rules of origin
- The use of alternative staging regimes by vehicle producers to meet the USMCA automotive rules of origin
- Enforcement of the USMCA automotive rules of origin
- The effectiveness and relevance of the current USMCA automotive rules of origin in light of new technology and changes in production processes
- Any other topics relevant to the trade in automotive goods under the USMCA
Comments must be submitted by January 7, 2026.
