United States revises tariffs on products from Liechtenstein and Switzerland
Changes effective for goods entered for consumption on or after November 14, 2025
The International Trade Administration and the Office of the United States Trade Representative (USTR) today released a notice (76 pages) amending the Harmonized Tariff Schedule of the United States (HTSUS) to implement certain tariff-related elements of the framework for a U.S. trade deal with Liechtenstein and Switzerland announced in November 2025 (read TradeNewsFlash).
The notice amends the HTSUS to implement the elements of the trade framework to:
- Apply the higher of either the U.S. most-favored-nation (MFN) tariff rate or a tariff rate of 15% (comprised of the MFN tariff and a reciprocal tariff on products of Switzerland or Liechtenstein)
- Adjust tariffs on certain articles that are products of Switzerland or Liechtenstein, including certain agricultural goods, unavailable natural resources, aircraft and aircraft parts, and generic pharmaceuticals and their ingredients and chemical precursors
The United States is modifying the tariff rates with the expectation that the trade agreement will be successfully negotiated by the first quarter of 2026. If the agreement has not been successfully negotiated by March 31, 2026, the United States will review and reconsider the modifications.
The changes are effective for goods entered for consumption on or after November 14, 2025.
