Serbia: Amendments to VAT law adopted

Amendments to the value added tax (VAT) law were adopted by parliament on December 3, 2025, and published in the official gazette on December 4, 2025. The law goes into effect on December 12, 2025, and will apply from April 1, 2026.

Key changes concern:

  • Preliminary VAT returns
  • Correction of errors from previous tax periods in the current tax return
  • Persons considered tax debtors
  • Issuance of periodic invoices for supply of goods
  • Change of tax base
  • Requirements for input VAT deduction
  • Correction of input VAT in case of change of tax base
  • Preparation of an internal invoice
  • Cancellation of invoices
  • Cancellation of internal invoices
