Changes to the general foreign trade rules for 2025 (Reglas Generales de Comercio Exterior para 2025) include extending the transition period until March 31, 2026, for the mandatory submission of the customs value declaration (MV) through the official customs website. Previously, the deadline was December 9, 2025.

In addition, the Senate approved import tariffs on products from industries such as automotive, textiles and apparel, plastics, steel, home appliances, aluminum, footwear, paper, leather goods, furniture, glass, toys, motorcycles, and trailers. The measure will be effective January 1, 2026, until December 31, 2026.
