USTR requests comments on proposed suspension of Section 301 actions targeting China’s maritime, logistics, and shipbuilding sectors

The Office of the U.S. Trade Representative (USTR) today announced the initiation of a public comment process regarding the proposed suspension of responsive actions under the Section 301 investigation into China’s targeting of the maritime, logistics, and shipbuilding sectors (read TradeNewsFlash).

As explained in the USTR release, the White House on November 1, 2025, announced a trade and economic agreement reached between President Trump and President Xi Jinping of China (read TradeNewsFlash). Under this agreement, the United States would suspend, for one year beginning November 10, 2025, the actions taken in response to the Section 301 investigation.

The USTR has therefore formally proposed the one-year suspension of these actions, effective November 10, 2025. The deadline to submit comments is November 7, 2025, at 5:00 PM EST. Read the USTR request for comments
