U.S. CBP issues withhold release order on Mauritius-based garments manufacturer
Due to evidence of forced labor
U.S. Customs and Border Protection (CBP) today issued a withhold release order (WRO) to detain certain garments, apparel, and textiles manufactured at a facility in Mauritius due to forced labor concerns.
According to the CBP release, the investigation revealed that workers at the manufacturing facility were subjected to forced labor indicators, including abuse of vulnerability, debt bondage, deception, and intimidation. Evidence supporting these findings included interviews, reports, and trade import data. Importers of detained shipments have the option to destroy, export, or prove the absence of forced labor in their merchandise.
This WRO—the fourth issued in 2025 and the first in fiscal year 2026—was issued due to violations of the law prohibiting goods made with forced labor from entering the United States.
