U.S. BIS renews temporary export denial order for Russian airline
Due to ongoing violations of export controls
The Bureau of Industry and Security (BIS) of the U.S. Department of Commerce has renewed a temporary denial order (TDO) prohibiting a Russian airline from export privileges for one year, effective November 4, 2025.
As explained in the BIS notice, this action extends previous orders first issued in May 2022, in response to ongoing violations of U.S. export controls following Russia’s invasion of Ukraine. The renewal is based on evidence of repeated unauthorized operation of aircraft subject to the Export Administration Regulations (EAR) on international and domestic flights, in violation of prior TDOs and U.S. export restrictions.
The renewed order broadly prohibits the airline and related parties from participating in transactions involving items subject to the EAR, except for activities directly related to safety of flight and specifically authorized by BIS.
The order is effective immediately and is scheduled to be published in the Federal Register on November 13, 2025.
