An omnibus legislative bill of amendments to various state taxation laws was passed by the Victorian Parliament and received Royal Assent on November 25, 2025.

The State Taxation Further Amendment Bill 2025 contains amendments to:

  • The Commercial and Industrial Property Tax Reform Act 2024, in relation to transactions that qualify to enter into the commercial and industrial property tax scheme
  • The Congestion Levy Act 2005, in relation to the amount of the congestion levy imposed and provides a concession for certain parking spaces
  • The Duties Act 2000 and Land Tax Act 2005, in relation to tax exemptions for certain properties for New Zealand citizens
  • The First Home Owner Grant and Home Buyer Schemes Act 2000, in relation to eligibility criteria for the first home owner grant

The bill, as passed, also contains Legislative Council amendments that introduce requirements for a memoranda of understanding with municipal councils regarding the funding of active transport initiatives.
