Antigua and Barbuda: Recent guidance under CRS regime

Circulars on excluded accounts, self-certification requirements for new accounts, undocumented accounts, and anti-circumvention measures regarding CBI/RBI schemes

The KPMG member firm in the Eastern Caribbean prepared reports about the following recent circulars under the common reporting standard (CRS) regime.

The Inland Revenue Department (IRD) on October 1, 2025, issued:

  • Circular No. 1: Aligned with Section VIII(C)(17) of the OECD’s CRS. This circular provides clarification on the eligibility criteria for financial accounts that may be classified as “Excluded Accounts” from reporting obligations. Read the November 2025 report.
  • Circular No. 2: Aligned with the OECD’s CRS frequently asked question (FAQ) 22, which has been incorporated into the commentary of OECD’s CRS 2.0 approved in 2023. This circular provides clarification on the self-certification requirements for new accounts. Read the November 2025 report.
  • Circular No. 3: Aligned with the OECD’s CRS. This circular provides clarifications on the treatment of undocumented accounts. Read the November 2025 report.
  • Circular No. 4: Addressed the misuse of residence and citizenship by investment (CBI/RBI) schemes aimed at circumventing CRS obligations. This notice is based on the OECD’s analysis report on these high-risk schemes. The OECD report identifies Antigua and Barbuda as a high-risk jurisdiction, citing the potential risks associated its CBI and “Permanent Residence Certificate” schemes.
