Ghana: Tax measures in 2026 budget

VAT, income tax, customs, and excise duty reforms

The Ghana 2026 budget includes the following tax-related measures:

  • Comprehensive package of value added tax (VAT) reforms, including:
    • Repeal of COVID-19 Health Recovery Levy and decoupling of GETFund and NHIL levies
    • Increase in VAT registration threshold from GH¢200,000 to GH¢750,000
    • Repeal of VAT on mineral exploration and reconnaissance
    • Extension of zero-rated VAT on locally manufactured textiles until December 2028
  • Reform of Income Tax Act to address inconsistencies, simplify the law, and align with global standards
  • Implementation of Independent Tax Appeals Board (ITAB)
  • Reform of Customs Act to align with international standards, simplify border procedures, reduce clearance times and compliance costs, and strengthen Ghana’s competitiveness
  • Reform of Excise Duty Act to harmonize rates, broaden the tax base, and promote public health, environmental sustainability, and fiscal responsibility, including expanding coverage to carbon-intensive goods, plastics, and sugary beverages
