Hungary: Carbon border adjustment mechanism (CBAM) authorization procedure launched
Application period for authorized CBAM declarant status opened September 1, 2025.
According to an official announcement recently published by the National Climate Protection Authority, the application period for authorized carbon border adjustment mechanism (CBAM) declarant status opened on September 1, 2025. From January 1, 2026, the import of goods covered by the CBAM regulation (EU) 2023/956—including iron, steel, aluminum, fertilizers, cement, electricity, and hydrogen—will be permitted only by authorized carbon border adjustment mechanism CBAM declarants, unless an exemption applies.
As the first step in the application process, parties must submit an electronic registration request to the National Climate Protection Authority for inclusion in the CBAM register, which will replace the transitional CBAM register on January 1, 2026. Registration in the live system is mandatory even for those already listed in the transitional register. Once registration is confirmed, the CBAM register (i.e., the CBAM Authorization Management Module (AMM system) will become accessible. The next step requires parties to submit an application for CBAM authorization. The application must include detailed information on the economic activity of the applicant and the CBAM-covered goods, along with supporting documents and proof of payment of the administrative fee.
