Sri Lanka: Amendments to social security contribution levy law
Includes new exemption for financial services effective January 1, 2026
Legislation amending the Social Security Contribution Levy (SSCL) Act No. 25 of 2022 was published in the government gazette on October 1, 2025.
The legislation includes the following amendments to the SSCL law:
- New exemption for any person carrying on the business of providing financial services—effective January 1, 2026
- Exemption for machinery or equipment imported or purchased locally for electricity generation by the Ceylon Electricity Board (CEB) or institutions supplying electricity to the CEB repealed—effective February 18, 2025
- Exemption for petrol, diesel, or kerosene clarified—effective July 1, 2025
- Exemption for transportation of goods and passengers clarified—effective January 1, 2026
