Treasury Department Spring 2025 agenda of regulatory actions

The U.S. Treasury Department “Spring 2025 Unified Agenda of Regulatory and Deregulatory Actions” was posted on the website of the Office of Information and Regulatory Affairs (OIRA) of the Office of Management and Budget (OMB).
The list of regulatory actions includes 188 regulatory actions related to the IRS, with 112 at the “proposed rule stage” and 76 at the “final rule stage.”
The IRS proposed rule stage regulatory actions include items relating to provisions throughout the Code, but do not include any items relating to guidance under Pub. L. No. 119-21 (the “One Big Beautiful Bill Act” (OBBBA)).
The final IRS proposed rule stage item relates to the elimination of “unnecessary tax regulations” in accordance with Executive Order (EO) 14192, which requires that each regulation approved by the OMB Director during the presidential budget process be included in the Unified Regulatory Agenda. KPMG observation
The IRS under the Trump Administration has yet to release an update to the IRS priority guidance plan (last released October 3, 2024). Given that fact, and that the list of regulatory actions is entitled “Spring 2025” and does not include any items related to implementation of OBBBA, it is unclear whether the list of regulatory actions represents the actual current guidance plan for the IRS. Another possible explanation is that the list was compiled in response to the mandate in EO 14192.
