Romania: Proposal to repeal VAT exemption for NGOs

The exemption applies to specific supplies made in relation to hospitals.

The Romanian tax authority in July 2025 sent to parliament an amended draft bill proposing the removal of the value added tax (VAT) exemption for non-governmental organizations (NGOs) beginning August 1, 2025.

The exemption applies to specific supplies made in relation to hospitals such as construction, modernizations as well as supplies of medical equipment.

A deadline of October 31, 2025, is set for filing VAT reimbursement claims for deliveries made before this date, with NGOs required to meet existing qualifying criteria for prior exemptions.
