EU adopts 18th Russia sanctions package

The European Commission (EC) on July 17, 2025, issued a release announcing the adoption of the 17th Russia sanctions package by the Council. The package targets Russia's energy revenues, banking sector, military-industrial complex, and includes measures against Belarus.

Key actions include lowering the oil price cap for Russian crude oil, banning transactions for Nord Stream pipelines, and expanding vessel listings in Russia's shadow fleet. Financial measures transform bans on financial messaging services into full transaction bans and target additional Russian banks. Trade measures expand export restrictions to weaken Russia's military capabilities.

New measures against Belarus include prohibiting arms procurement and additional export restrictions.
