Vietnam: Approval of bilateral and multilateral APAs delegated to Minister of Finance

The government on June 11, 2025, issued Decree No. 122/2025/ND-CP, introducing changes to the approval of bilateral and multilateral advance pricing agreements (APAs)—effective July 1, 2025.

In particular, the decree delegates sole authority for approving bilateral and multilateral APAs to the Minister of Finance and eliminates the necessity for approval by the Prime Minister. The authority to approve and sign unilateral APAs remains with the Minister of Finance.
