USTR extends certain product exclusions from China Section 301 tariffs
Exclusions extended through August 31, 2025
The Office of the United States Trade Representative (USTR) on May 31, 2025, announced the extension of current product exclusions related to China’s acts, policies, and practices concerning technology transfer, intellectual property, and innovation. The exclusions will now be extended through August 31, 2025.

Summary
The USTR in December 2023 invited public comments on whether to extend 352 previously reinstated exclusions and 77 COVID-related exclusions. Following this, on May 30, 2024, USTR extended 164 of these exclusions. Additionally, the USTR in September 2024 announced 14 exclusions covering certain solar manufacturing equipment (read TradeNewsFlash).
The USTR has now determined that a three-month extension of the 164 exclusions extended in May 2024 and the 14 exclusions granted in September 2024 is appropriate. This decision takes into account public comments, advice from advisory committees, and the interagency Section 301 Committee. The extensions are effective for goods entered for consumption, or withdrawn from warehouse for consumption, from June 1, 2025, to August 31, 2025.
