Once the Senate clerk completes a reading of the bill, there will be 20 hours of debate, evenly divided between Republicans and Democrats. Following debate, Senators are permitted to offer an unlimited number of amendments germane to the bill. This so-called “Vote-a-Rama” could go on for many hours. Once Vote-a-Rama concludes, the Senate would then move to a vote on final passage by simple majority.
The Senate is significantly amending the bill passed by the House. Amended legislation passed by the Senate would be returned to the House for passage or further amendment, possibly after convening a House-Senate conference to resolve differences.
