Australia: Tax measures in 2025-2026 budget (New South Wales)
No new taxes introduced
The New South Wales (NSW) budget for 2025 was delivered by the Treasurer on June 24, 2025. No new taxes were introduced but the budget included the following key measures:
- Housing and planning measures: A new "Pre-sale Finance Guarantee" package of up to $1 billion* where the NSW Government will act as guarantor for new housing projects, and improved system of works-in-kind for developers to build infrastructure instead of paying the housing and productivity contribution.
- Permanent extension to build-to-rent (BTR) concession: From the 2026 land tax year, the BTR land tax concession (of 50% reduction in land value for land tax purposes) will become indefinite, and the requirement that a proportion of labour force hours for construction be performed by specified classes of workers will no longer apply.
- Minerals royalty deferral scheme: The NSW government is launching an opt-in critical minerals royalty deferral scheme to support new mining projects and attract investment to regional mining areas.
- Unclaimed money: The unclaimed money repayment process will be improved by enabling unclaimed money to be repaid without an application from the owner, enhancing information sharing to help identify owners and reducing the timeframe enterprises are required to hold money from six to two years.
