Singapore Customs on June 9, 2025, issued guidance (Circular No. 06/2025) emphasizing the importance of accurately declaring the country or region of origin in import, export, and transshipment permits.

The circular outlines the criteria for declaring goods as originating from Singapore, focusing on both preferential and non-preferential rules of origin. For preferential treatment, goods must meet specific criteria set out in relevant free trade agreements (FTAs). For non-preferential treatment, goods must either be wholly obtained in Singapore or undergo substantial transformation, such as a minimum of 25% local content or a change in tariff classification.
