Changes to the HTSUS and adjustments to the de minimis exemption treatment
U.S. Customs and Border Protection (CBP) today released an amended notice regarding additional duties on products from China. This amendment follows the president's February 1 executive order aimed at addressing the synthetic opioid supply chain in China (read TradeNewsFlash).
The amended notice reflects changes to the Harmonized Tariff Schedule of the United States (HTSUS) and adjustments to the de minimis exemption treatment for certain goods.
The duties outlined in the notice are effective for products from China entered for consumption or withdrawn from warehouses for consumption starting at 12:01 AM ET on February 5, 2025.
Background
A February 5 executive order modified the February 1 executive order by allowing duty-free de minimis treatment for eligible covered articles. The executive order announced that these exemptions will cease once adequate systems are in place to process and collect tariff revenue for those articles.
