The European Commission (EC) on January 6, 2025, announced that the EU-Chile interim trade agreement (ITA) will enter into force on February 1, 2025, replacing the previous EU-Chile Association Agreement.
The ITA introduces a streamlined process for establishing preferential origin, allowing exporters and importers to use self-certification based on statements on origin or importer’s knowledge, rather than the EUR.1 movement certificate or invoice declarations.
According to the EC release, effective February 1, 2025:
- EUR.1 movement certificates and invoice declarations from the old agreement will no longer be accepted as proof of preferential origin for goods imported or released for free circulation in the EU or Chile. Claims for preferential origin must be based on a statement on origin or importer’s knowledge.
- For products in transit or storage as of February 1, 2025, claims should also be based on statements on origin.
- Additionally, Approved Exporter numbers under the old agreement are replaced by the REX number, which must be included in statements of origin for EU-originating products in consignments exceeding €6,000. EU exporters can apply for a REX number through designated channels.
