Textile and apparel goods, automotive goods, and other customs provisions
U.S. Customs and Border Protection (CBP) and the Department of the Treasury today released an interim final rule (168 pages) amending CBP regulations to implement the United States-Mexico-Canada Agreement (USMCA) provisions related to textile and apparel goods, automotive goods, and other customs provisions.
The rule introduces regulations for preferential tariff treatment, including definitions, drawback and duty-deferral programs, and requirements for textile, apparel, and automotive goods. It also implements the temporary admission of goods, to delineate recordkeeping and protest requirements, to clarify the fee provision, and to make conforming amendments.
The interim final rule is effective 60 days after publication in the Federal Register, which is scheduled for January 17, 2025, with compliance for certain vehicle certifications required 120 days after publication. Comments on the rule must be submitted within 60 days of publication.
