Final rule amending the Export Administration Regulations (EAR)
The Bureau of Industry and Security (BIS) of the Department of Commerce today released a final rule amending the Export Administration Regulations (EAR) to implement changes agreed upon by Australia Group (AG) member countries. These changes include new controls on automated peptide synthesizers, dipropylamine, and neosaxitoxin, as well as revised controls for botulinum toxins, toxic gas monitors, and centrifugal separators.
The AG is a multilateral forum of 42 countries and the European Union that maintains export controls on chemicals, biological agents, and related equipment and technology that could be used in chemical or biological weapons programs. The BIS amendments reflect decisions made at AG meetings in 2023 and 2024, aiming to enhance the effectiveness of national controls and harmonize them among participating governments.
