A Royal Decree introducing changes to the existing value added tax (VAT) compliance, refund processes, and procedural rules (referred to as “VAT chain reform”) was published on October 23, 2024.

The initial decree provided that the changes would become effective January 1, 2025 (February 1, 2025, for certain rules with respect to refunds), but a recent news item published by the Federal Public Service Finance on November 22, 2024, clarifies that there will be a gradual implementation of the new rules between January 2025 and 2026.
