Businesses registered in Latvia must issue electronic structured invoices
Parliament on October 31, 2024, adopted amendments to the accounting law, introducing a requirement for businesses to issue electronic invoices (e-invoices).
Under the amendments, from January 1, 2026, businesses registered in Latvia must issue electronic structured invoices (strukturēts elektroniskais rēķins) to other businesses for payments for products or services in Latvia in the form of a “structured electronic invoice.” The amendments authorize the Cabinet of Ministers to issue detailed regulations to determine the procedure for the circulation of e-invoices. The intention to introduce e-invoices has been previously stated in the 2024-2027 Plan aimed to reduce the shadow economy.
Other amendments to the accounting law will become effective on January 1, 2025, but it also specifies that the Cabinet of Ministries should have the specific technical regulations for implementing the e-invoicing system by July 1, 2025.
