The Bureau of Industry and Security (BIS) of the U.S. Department of Commerce today released two notices that renew the temporary denial orders (TDOs) of Russian airlines for another year.
- The first TDO renewal is based on evidence that the Russian airline has repeatedly violated U.S. export regulations by operating aircraft subject to the Export Administration Regulations (EAR) without the required authorization. The initial order denying export privileges was issued on April 7, 2022, and has been renewed multiple times due to continuous violations. The latest renewal request was submitted on August 27, 2024, and no opposition was received. The order restricts the Russian airline from participating in any transactions involving items subject to the EAR, except those directly related to safety of flight and authorized by BIS. The order is effective immediately and will remain in effect for one year.
- The second TDO renewal is based on evidence of the airline’s repeated and ongoing violations of the EAR, including unauthorized flights into and within Russia using aircraft subject to the EAR. The initial order denying export privileges was issued on April 7, 2022, and has been renewed multiple times due to continuous violations. The latest renewal request was submitted on August 27, 2024, and no opposition was received. The order restricts the Russian airline from participating in any transactions involving items subject to the EAR, except those directly related to safety of flight and authorized by BIS.
