Cambodia: New procedures for postal and express consignments

The General Department of Customs and Excise of Cambodia (GDCE) has issued several updates related to customs procedures for postal, express consignments, and cross-border electronic trade of goods.

  • Prakas No. 1002 outlines the implementation of customs procedures for postal, express consignments, and cross-border electronic goods exported or imported into Cambodia, without regard to the value, size, weight, type of transportation operator, or transportation means.
  • Guideline No. 2543 provides detailed guidance on the obligations of customs officials, importers, exporters, and other related parties involved in the import-export process.
  • Notification No. 3860 introduces additional requirements, effective from September 1, 2024, mandating that all necessary information for express consignments arriving at Phnom Penh International Airport must be submitted online.
