Doug is a Senior Managing Director in the KPMG Washington National Tax practice, where he serves as Co-Lead for the Tax Controversy & Dispute Resolution Services. Based in Washington, DC, Doug specializes in global tax administration, focusing on improving service and resolving both domestic and cross-border disputes. His extensive experience includes leading large organizations and developing executive leaders with a strategic planning focus. Doug has a deep understanding of risk management concerning personnel, customers, and operations, and he helps clients navigate complex tax disputes with the IRS and foreign tax authorities.
Prior to joining KPMG in 2025, Doug had a distinguished career at the Internal Revenue Service from 1986 to 2025. He served in various leadership roles, including Acting Commissioner and Deputy Commissioner, where he oversaw strategic planning, budget execution, and organizational transformation efforts. Doug was responsible for enhancing taxpayer experience, digital services, and tax compliance strategies, and he played a pivotal role in implementing significant reforms such as the Tax Cuts and Jobs Act of 2017. Doug also led multilateral efforts in the OECD Forum on Tax Administration (FTA) regarding Mutual Agreement Procedure (MAP) where he Chaired the FTA MAP Forum for several years beginning in 2014. He also led efforts to ensure effective use of BEPS Action 13 information reporting. Doug’s multilateral experiences began in earnest in 2007 leading efforts in the United States focused upon offshore accounts.
Doug holds a BS in Accounting from the University of Maryland, College Park, and is a licensed CPA in Maryland. He frequently presents at professional and taxpayer associations and has been recognized with awards such as the 2025 Tax Council Policy Institute Pillar of Excellence Award and the 2010 Presidential Rank Award, Meritorious.
