Thomas is a Managing Director in the Economic & Valuation Services group for the KPMG Washington National Tax practice, where he specializes in transfer pricing and international tax dispute resolution, planning, and tax policy. Thomas has assisted clients with over 100 controversy matters, including IRS and foreign tax audits around the world, mutual agreement procedures, and advance pricing agreements, as well as alternative dispute resolution procedures such as pre-filing agreements. He advises clients on cutting-edge tax policy matters and has worked extensively on issues connected to the OECD/G20 Inclusive Framework’s two-pillar framework, including Amount B and tax certainty.
Thomas is a co-author of the Warren Gorham & Lamont treatise U.S. International Taxation: Practice and Procedure, as well as numerous articles on transfer pricing and other tax topics. He is a frequent speaker on tax matters, and has taught international tax policy as an adjunct professor. He obtained his J.D. from the Pennsylvania State University Dickinson School of Law, where he graduated first in his class.
