Praveen offers technical tax expertise, legislative insight, and knowledge of regulatory implementation, specializing in clean energy tax incentives and federal tax policy. He delivers technical leadership and strategic direction to KPMG’s BTS practice and energy sector clients, with a focus on tax credit qualification, regulatory compliance, and evolving legislative developments.
Prior Experiences
2023-2025: Attorney-Advisor, Office of Tax Legislative Counsel, U.S. Department of the Treasury, managed regulatory guidance for clean energy tax incentives under the Inflation Reduction Act of 2022, covering IRC sections 45X, 48C, 45U, 45Z, 40B, 30C, 25C, 179D, 45L, and domestic content bonus requirements under IRC sections 45, 48, 45Y, and 48E. Coordinated with IRS Chief Counsel, executive agencies, and senior Treasury leadership; prepared policy memoranda; presented issues to the White House; drafted and reviewed public materials; responded to Congressional inquiries; and engaged with stakeholders.
2021-2022: Tax Counsel, Majority Staff of the House Ways & Means Committee, developed and drafted legislative proposals regarding clean energy incentives, many of which were incorporated into the IRA, and excise taxes, community development incentives, charitable contributions, and digital assets, among other things. He participated in Committee markups, prepared technical summaries and messaging for leadership, and engaged with external stakeholders on legislative issues.
2018-2021: Special Counsel to Chief Judge, United States Tax Court, served as principal legal advisor to the Chief Judge, assisting with review and classification of judicial opinions and providing confidential advice on the Court’s implementation of legislation and administrative policies.
2016-2018: Tax Associate, Nixon Peabody LLP, advised on tax issues for private equity and M&A clients, including inbound investment, withholding, and state and local tax matters.
2014-2016: Law Clerk, United States Tax Court, advised on federal tax matters and supported judicial decision-making.
